Selection of the best international practice of customs risk management based on a criterion-referenced approach. Analysis of the international experience of Risk Assessment and Targeting Centres in order to identify effective institutional and technological approaches to customs risk management, to carry out a comparative bench learning study of practices that demonstrate high efficiency and adaptability.
Methodological Recommendations
Before completing the task, it is necessary to familiarize yourself with the main principles of the risk management system applied in the customs field, as well as with international regulatory documents (for example, WCO recommendations on risk management).
Special attention should be paid to analysing the activities of Risk Assessment and Targeting Centres in leading countries.
It is recommended to:
Identify the criteria of efficiency and adaptability of the customs risk management system used internationally.
Conduct a comparative analysis of approaches, technological solutions, and institutional models of different countries.
Identify elements that can be adapted to the Ukrainian customs system.
Carry out benchmarking (comparative learning) of best practices and determine which are most appropriate for implementation.
Formulate conclusions regarding possible improvements of the national customs risk management system based on international experience.
